the associated icon is genuine and dates from the mid-19th century. The associated and matching oklad is silver tested. I am familiar with silver, but unfortunately not with Russian masters and hallmarks.

Yes, the piece is really very high quality. It is the same technique used to paint icons.
It is egg tempera painted on metal.
The figure depicted is probably St. Peter with a scroll in his hand.
