That's not an easy question to answer. I think the lid doesn't belong to the cup or was made later. The cup itself could be genuine. The hallmark shows a nettle leaf, like those used in many towns in Schleswig-Holstein and also in a few towns in Lower Saxony. Rinteln, for example. The master's mark ...

There is also a pruzzian taxmark [FW] from 1809-1812 for older objects

I have seen some other < 13 > marks like this with Letters [V] [T] [R] [AF]

my gess it is east pruzzia ... probably Königsberg
there was a maker Georg Reimer with a similar GR-Mark, but in a "Zweipass" (two cycles)
born 1628 mention 1663 ... +1689

The box looks dubious to me.
