Help to identify place and maker of small dish. Nurnberg?

Hi. Looking for help to identify this small cast openwork dish. It is just 9cm long, 7cm wide and 4cm high. Heavy gauge silver. It is marked with:
1: N in a circular or oval punch.
2: IR in a circular punch
3: A mark which I think is an Austria Hungarian Import mark for 1872 - 1901. Strangley this small mark appears to be stamped inside a bigger stamp which I cannot make out.

Could the dish be from Nurnberg or more likely Hanau...... or somewhere else? Any information much appreciated. Many thanks.

Hi,
Regardless of exact maker,it is definitively Hanau at the time of Austria-Hungary import.
