Smoking device?

Hello,
I'm not sure what this is, but it looks like something used for smoking tobacco. The end unscrews and opens up. There is a makers mark that appears to show "ALPS", which could mean Scandinavia. It measures 7-1/2" in length. There is also some kind of mark on the mouthpiece.

Any help is greatly appreciated.
