Individual Fish Fork & Knife German?

I have a set of silverplate individual fish forks (7-3/4") and knives (8-1/2") with a fish design on each. I believe they are German silverplate because of the "100" mark on the reverse. I see no other marks. Any idea as to country of manufacture, pattern, age, or maker?
