::::: That [M} hallmark really looks like the [M] hallmark that is found on silver from Malta. ::::::: I'm not saying it is from Malta definitively because I don't understand the "crossed-hammers mark" or the "one-headed eagle" mark, but if you look at silver from Malta there is an extremely strong resemblance between the {M} hallmark on this spoon and the {M} hallmark on silver from Malta. ::::::

::::: I don't have the book on Maltese Silver, but don't you think the recorded examples of the {M} found with 2 other hallmarks (19th century Malta) is extremely similar to the [M] hallmark on your spoon? ::::::

I would be surprised, if it is silver.
