Thorvald Marthinsen Sølvvarefabrik - Tonsberg, Norway. Founded in 1883 by Thorvald Marthinsen and managed by Marthinsen family until present.

Looks like it is made in memory of the capitulation of the nazi regime in Norway 8.5.1945.
( BTW. NM stands for norskt mönster i.e. Norwegian Pattern.)

Broken chains might symbolize the new freedom but also the re-establishment of the monarchy. The King was due to return in June, so perhaps registered and produced in preparation for that event?
