does anyone recognise these markings on a set of sugar tongs?

are they silver plate markings as i suspect or solid silver (hoping)?

Thomas Prime & Son of Birmingham (letters in the third cartouche are "Pri" over "me"), mid to late 19th century, suspect the "AP" might be an indicator of plating quality.
