Help with a persian mark

Hello to everbody,

through studying the middle eastern section I learned that my tobaccodose is persian. The smaller sign represents the russian sign for 84 which means silver 875 (I hope I did a good job). But I have no idea what the bigger sign means. I would like to know who created the dose and when (if that is possible). Thanks for your help!!
