I Think this is John Henry Potter But but not sure and the date 1903 ?
I have not seen another that early by them only 1906 , 1908 etc

J H Potter of Rockingham Works, 124 Rockingham Street, Sheffield entered the mark at Sheffield Assay Office in 1890.
The date letter looks to me like the lower case gothic "c" for 1895.
