Russian Silver Button/Coat Ornaments?

Hi,

I have two overall puzzling pieces. They were given to me as "Hungarian Coat Ornaments" so I have decided to put them in the jewelry forum, however, I am not certain of their purpose.

This piece is about 2.75in (Height) x 2.00in (Width) x 2.00in (Depth). Aside from the purity mark (875 silver), I am having a tough time locating the city and assay mark. There is no apparent maker's mark. I am also puzzled by what it could be. Seems awfully large to be on a coat, but I could be mistaken.

This piece is about 3.00in (Height) x 2.00in (Width) x 2.00in (Depth). Again, the purity mark is the only obvious mark to me.

bear standing on hind legs, holding the axe. It's the mark from the city of Yaroslavl. 1885

the eagle - possibly the mark of the wizard from the city of Minsk. or Moscow
