Question on The towers, Hamburg

I have five little spoon all marked with the three towers of Hamburg. This hallmark is usually on silverware dating before 1970. But there is no other hallmark on it: Questions:

Does that mean that the silverware is of sterling quality?
Wy would that be without any indication of who has made it?

I doubt if this is Hamburg or Altona even if it is silver.

If it is not Hamburg, could it be Altona, which also has three towers. Anyhow; it is definitely well before 1870, because it had been passed for sure from our ancestors to us at least over four generations. At least it must be a city in the north of Europe, else Lübeck.

Does this hallmark always stand for a minimum silver standard even if has no hallmark of a maker?

Hi,
I suggest to have it tested (there are electronic testers now).If it`s 13 loth = 812/1000, we might be a bit closer to the solution.

looks like a hallmark of Harburg
it is now a part of Hamburg
