A PUNCH STRAINER

Hi all
I found this punch strainer, about 11 cm wide, which I think is from London.
I say "I think" because the hallmarks is really barely visible, I think they have been deleted specifically to leave room for the engraving of a shell and initials.
It seems to me to see, from left to right
a PS mark (Paul Storr ??)
The Erased Leopard's head
The Lion passant
then, beyond the shell
An indistinct mark (green arrow),perhaps the sovereign's head ??
The upper part of a letter S.(red arrow)
I would like to know if you also seem to see these things or it is my fantasy that gallops.
And why cancel the hallmarks, since you could make the engraving somewhere else.
