Cannot decipher Russian silver mark.

Appears to either be "Ch(?)8"

Hi,
СЧ8 stands for the maker «Северная чернь»(«Severnaya chern'»), translated as ``Northern niello``, founded in 1933, although there was much older niello tradition in Veliky Ustyug (Великий Устюг), dating back to 17th century.
Number 8 after СЧ is date code for 1968.
The mark on the right is state control mark for 875 silver standard.

This is quite good quality for 1968. ::: Probably the best quality I can recall seeing for the 1960's Soviet era. ::: How tall is the object? :::

Right, the best Soviet niello. They are still in business, but charge exorbitant prices. Unfortunately, the design is more reminiscent of Soviet era than Imperial Russia.
