Hi,
It is French silver plate. Maker`s mark in a rectangle and 15 grams of pure silver used for electro plating the set.

The makers mark looks like a clover and a 11. Still not sure

I would suggest you are reading the makers mark upside down. If so, we are looking at a four leaf clover above the letters EF, FF, EB etc. I have found the silver plate maker Emile Bré who's mark was " un trèfle à quatre feuilles " (a four leaf clover) with initials EB, who was working around 1906.
