Hello,
Beautiful, old William & Mary decorative spoon, fig-shaped bowl. I totally agree with your date for Amsterdam, year letter N is 1699.
Because we are certain of the year, it may also make searching for the silversmith easier. I have looked in the book Amsterdamse Zilversmeden en hun merken by K.A. Citroen, and I see similarities with the following maker's mark, shown on page 227 anchor;
The mark on the spoon enhanced and turned
The anchor is for: Engelbert Schepens, born 1676 in Norden (East Friesland), son of Georg Schepens en Catharina Muhlen. Engelbert registered in Amsterdam 1698-1727(dead). He married in 1698 with Eva Zchammer. He specialized in cast spoons
