Possibly Dutch Apostle type forks

I have a pair of these figural forks, handle looks like Apostle or a crowned adult holding a child. Twisted handle and hand engraved, vermeil measuring about 7 3/4". I was thinking early 1800's Dutch but have been unsuccessful finding the marks. The hallmarks are a D in circle, block letters IW and a simple shield with 6 dots and possibly a sword.

Hi Angela, these are pseudo marks. IW, pseudo maker's mark, see K.A. Citroen, Valse Zilvermerken in Nederland # 188, D, pseudo Amsterdam year letter, #60, 61, a sword flanked by two stars under a cross, pseudo town mark of Haarlem.
