I bit difficult because there is no town mark. Anyway, I believe it is Rasmus Andreas Iversen from Bergen in Norway. He was born 1836 and passed away 1910. There is another Rasmus Iversen in Bergen with a similar mark 1808-1837, but I don't think it is him because the fineness is 13 1/3 lot. This fineness is rather rare in Norway and was used only around 1850.
