identify Hallmark Mark german, dutch

Hello everyone in the forum.
Can someone tell me what kind of hallmark silver mark this is. It is located at the bottom of a vessel.
I’m interested in the silversmith/manufacturer. Probably from the 17th-18th century. Century or older??
I don’t know if the hallmark is upside down in the photo??
It probably comes from Germany, England, Netherlands??

diameter of the bowl without handle approx 10,5 cm
Height approx 5,5 cm

The bowl, cup is uncleaned solid silver.

Mind my asking, nice bowl, but what makes you believe it to be silver? Have you tested it? Is so, how did you test it? If I were you I would try to clean and polish it. Silver shall shine like the full moon! Cleaning might also reveal possible other marks!
