Please help me ID the markings on a silver cream and sugar set. It reads O-A 925s and has a picture of a balance scale.

In all likelihood, what you are interpreting as "O-A" is actually "D-A" for David-Andersen of Norway. The scales are the maker's mark. I would love to see a picture of the set.
