These are fake/pseudo marks used by silversmiths in The Hague. According to K.A. Citroen, Valse Zilvermerken in Amsterdam;
IT imitated/pseudo mark of master Johannes II van der Toorn, 1777 (Voet, 's-Gravenhage 145) # 184. Pseudo standard mark, the Holland lion rampant # 639. Pseudo town mark Amsterdam (1730) # 515. Pseudo The Hague year letter of 1772 # 6.
Probably made in the workshop of
