Finnish sugar sifter

The hallmarks are rather unclear, especially the first one which is probably the maker's mark. It looks like the crown has been struck twice and it might have distorted the maker's mark. 813H is for the fineness (H=hopea=silver), the next mark looks like a boat of Helsinki and the last one is the date I6=1938. Unfortunately I can't decipher the maker's mark. There could be H or K but I don't see what's before it or if there has been a letter after it.

Please clean the marks and show the cleaned marks. As they are for now give space for speculations only. Anyway, the second letter in the maker's mark (first from left) is H but what letter is left of it ??? and what the 4th mark (town mark) from left shows is impossible to interpret. As requested clean the marks properly and show a new picture. Finnish it is, no doubts about that.
Anyway, the crown is the Finnish official mark for silver and the last the year mark. As Sasropakis already stated I6 is 1938.

The row shows from left: Maker's mark, official silver mark, fineness, town and year punch.

Now the marks are very clear. It’s Hopeatakomo Oy (”silver forge limited company”), Helsinki.

Excellent, now there is no problems to interpret the marks. The maker is a company: Hopeatakomo Oy, active in Helsinki 1936-1988.
