I can't tell you what the initials and numbers mean, but the Chinese character written on this is: "福" which means "fortune" or "luck". -- Chinese like to write this on ALOT of items.

"" --> It means "Morning".

This could very well have come from Korea, because this particular character is used alot to refer to the Joseon Dynasty.

Your markings read: "壹圓" it appears to be a literal translation of "One Dollar".

There is a possibility it is Chinese...but I'm kind of leaning towards Japan.

The markings in Japanese read:

"聲元" --> "Koemoto" (Most likely artisan name.)

and

"純銀" --> "pure silver"

This might not be too helpful...but here goes.

I can't quite make out the top part. (Perhaps you could provide a close up?)

The middle mark appears to be Chinese / Japanese --> "城" It means "Castle".
(It could also be simplified Chinese for "诚" which means "Sincerity" but this option is less ...

My guess is that this is an International Silver Company product, but I can not figure out what this line of silverware was called.
