What was this untensil called?
I know the bottom piece is a fork, but what was the piece on top called (in the UK) and what was it used for? It's 14 inches long. Any help would be appreciated.

English Bud Vases-help with hallmarks
These bud vases have previously been identified as 900/1000 silver. I received them with a box of English sterling silver mostly from the 1800s.
I'm having trouble with the hallmarks. Any help identifying the maker and the year would be appreciated.
