I usually have no trouble polishing badly tarnished silver using a good quality non-abrasive polish. It appears that the faint Eagle stamp has a "1" inside, which would mean from a maker in Mexico City. The Eagle stamp was used from 1948 to 1979.

Very unusual. Yes, the designs (the human figures anyway, even though they are not formal Thai deities) could be Thai, with Chinese influence in the foliage, as you suggest. Hi, Definitely made in Thailand, with the Ramakien (Ramayana) figure in the center, likely mid 20th century. The mark is unusual, probably a maker's mark, nothing about the silver content. If the characters in the second and third pics were turned right side up, then the double character on the right is the jungin mark which means silver. Could be Chinese or (more likely, I think) Japanese.

The 100% refers to the purity of the silver content (but do not trust that without doing your own testing).
The 15 บ is the abbreviation for 15 baht-weight, which is approximately 7.5 ounces.
