Here is a Columbian silvermark, to the right of your marks, that has 0,900 fineness.
Looks to me like your 0,900 just has a scratch over it.

The HR incuse mark (no cameo) is likely the makers mark.
My guess is Henry Ratcliff who entered his incuse mark at London on May 5, 1856.
