Here is a Columbian silvermark, to the right of your marks, that has 0,900 fineness.
Looks to me like your 0,900 just has a scratch over it.

I have a Dutch pipe with a brass ring with your mark.



Since your Stanwell is Danish I think we might be looking for a European or Scandinavian manufacturer.

Couteau ouvert is the symbol in the middle of the mark and means "open knife".

Best I can do is a scan from the London section of the book.
"Inc" to the right of HR indicates an incuse mark.

The HR incuse mark (no cameo) is likely the makers mark.

My guess is Henry Ratcliff who entered his incuse mark at London on May 5, 1856.
