So, Sterling after 1986. Now can we explain the (right facing 1963-) "Re-marking on silver" head stamp useage? Is it used to re-verify quality on older era silver with prior marks?

The mark you refer to is the family arms of the Swedish Wasa family. It shows a sheaf. GAB is not a "maker" in person, it is Guldsmedsaktiebolaget, a company, and the Wasa sheaf is their trade mark/logo often but not always seen punched on their products.
