Quick update on the maker, someone messaged me on eBay with the following info : I believe the maker is Charter Canns & Dunn. Bottom marks on either side of the NY looks like a derivative of one the their known marks. An almost exact mate to this sold at New Orleans Auction Gallery, lot 0877, Ma...

I come with another mark I can not identify. I am thinking possibly Chinese export but really have no clue.
