Possibly Francisco Rivera. He was worked at the Emma Melendez shop, but I think I read some years ago that he produced some pieces under his own name. Have you been able to decipher what is between the F and the R?

Could be a piece made by an apprentice to a silver maker. Apprentices had to show their level of skill before being either moved up to a workman level or before being hired to work at another firm.
