R Mark, C. 1600, London?

A c. 1600 combination tongue depressor and tongue scraper is only marked with an R. It is probably that the silver piece was made in London. I have a high-end c. 1830 minor surgical set by Sir Henry, Paris, that contains many silver instruments.
