Glagow(1960) RA maker

A sterling silver Glasgow 1960 hallmarked kilt pin with RA maker mark (oval cartouche).

Any idea who the maker is?

Kilt pin: A decorative pin attached to the lower right corner of a kilt apron.
Many shapes, very common are thistle, sword and dagger shaped pins.
Often set with stones: Amethyst, citrine, bloodstone, jet, etc.

The coat of arms is the Papal or Vatican city CoA.
800 must be the silver purity mark.
Because of the "Made in Italy" the spoon is most likely from the 50s or later and made for commercial purposes.

I don't have a clue why it's a folding spoon.
