It is Berne, Switzerland. Atelier Rehfues (Georg Adam, 1784-1858, and Philipp Rudolf, 1820-1866). This combination of (fantasy)-marks was used around 1850-1860

It is Biel, Switzerland ("Biel" is Swiss German for Axe, German Beil). SW is the maker, however, I do not find a match. This is a tricky one. Yes, it looks very much like Lausanne, Papus & Dautun, active from 1760 (1762) to 1793. Both were immigrants from France. However, all the many marks recorded do not bear the crown on top, but either nothing or a 5 pointed star.
