It is Biel, Switzerland ("Biel" is Swiss German for Axe, German Beil). SW is the maker, however, I do not find a match. The F with crown is a control mark from the city of Berne, also applied to foreign items. Biel only became part of the canton Berne after 1815, before it was semi indepen...

Maker is Jonas De Belly, 1726-1810, master 1747.

there is a makers mark on the blade.
Why don't you ask in a specialist knive forum about the blade mark? There are some competent fora out there.
The ivory "Herma" with the little putto on the back looks like baroque, maybe late 1600 or early 1700.
