Unable to identify these markings - S&P shakers

Anyone able to identify these markings?
I have two sets of salt and pepper shakers with these markings, but have been unable to identify much about them.
I am not even sure the country of origin and have spend several days researching online as well as at the library. Even the reputable antique dealer in my area was not able to identify them.

Thanks. I searched this whole site and could not find it. I was not looking under H either.
