Unknown makers mark, Persian silver vase

Can anyone please identify the makers mark on this Isfahan Persian silver vase I just acquired? Not quite sure which way up is correct, so shown the mark both ways! The vase pre dates 1952, for which it carries Finnish import marks. Super high quality workmanship I think. The smaller mark is the 84 silver standard. Thank you
