Sharp anchor and shape of the mark could be Birmingham 1887, no duty mark, no maker^s mark.

I agree Birmingham, but I think that the date letter is "p" for 1889/90. This form of the hallmark dates between 2 May 1890, when the abolition of duty came into effect, and some time in July 1890 when Birmingham changed their date letter to "q".
Can I also urge you to clean it - it will look so much better with the tarnish removed.

Thanks for the help guys, after cleaning it a little i found a makers mark, any idea, after doing some research, could it be T.H hazelwood?

Yes, I think you are correct - T H Hazlewood, this version of his mark having been registered in January 1888.
