Your spoons have a London hallmark for the assay year 1812/13 and they are sterling (.925) silver. Is there also a maker's mark?
"SPERO" is Latin for "I hope" and is the motto of the original owner's family, whose armorial appears below it. You may be able to narrow down the identity of the owner by searching through Fairbairn's Crests, several editions of which are available online.
