What was it called?

1) Women used this in the 20th century.
2) This item has nothing to do with food.

This piece was meant to hold a specific item.
It wasn't meant to pull anything, but I guess it could be used as tweezers.

Could very well have been used originally as Byran and Tom descibed.
Maybe later, in the 20th century, someone came up with the idea of using it as a cigarette holder.
