Definitely Scandinavian, probably Swedish but I don't have my Swedish book with me till Tuesday and I don't see these mark online anywhere. It could also be Norwegian

Yes Swedish, I believe so too and the town mark for; Karlskrona, early 18th century. Prior the introduction of The Swedish State standard mark with the Swedish Imperial crest, the three crowns in a three-pass in 1752. The year letter Z (?) around 1736-1737(?)

without hallmarks I would date this sop-ske at an earlier date.
So he made this in an old tradition looking backwards in time.

A bit more. The second mark from the right (italic L) is the year mark for 1735 and the last mark, the "flower" is the alderman's mark for Adam Münchenberg 1728-1736
