This might be a difficult one.
From the same ca.1890 Meriden Britannia Company catalog as the ice cream stand.
I would estimate the length at roughly 5 inches (12.70 cm.).
What was it called or used for?

Hello Miles.

Have only seen pictures of them.

I would not put my cigars in there, they would dry out.
I think this falls into the novelty or gift item category.
This would be a gift for a cigar smoker, not something he would buy for himself.

Does it mention the purpose of the barber pole type projection in the centre of the stand?

Hello Trev.

The catalog does not give any more information.
Not sure if the barber pole serves a purpose other than maybe adding stability.
One thing missing here is a cigar cutter.
Most smoking sets back then had some form of one attached.
