Indeed Belgian, townmark city of Namur ( Dutch=Namen), Lion under crown and 75 under crown for 1775
The maker's mark unclear/partly struck/faded away perhaps A above IB for: Joseph -Antoine Bodart, registered in Namur, his mark seen on ecclesiastical silver 1774-1791, couverts 1785

In the book by Walter van Dievoet Orfèvres de l’ancien régime au poinçon de Namur, Leuven, 2020, p. 85-88
In here the mark is attributed to (Dieudonné) Joseph Alexandre Bodart who signed official documents as A.J. Bodart. The oil and vinegar set is also in line with the known works of this master, two of which are depicted in the aforementioned publication.
