Fish Knife & No Hallmark? Help Please!

I've been trying to track down any information about this item I can but I'm truly stumped.

I cannot see any hallmark or any identification, my thinking is that it is a fish knife but the era is completely unknown to me.

If anyone could shine some light on this piece I'd be grateful for any information at all!
