Hello I am told this is a Latvian silver piece, can anyone tell me more about, maker, age and the translation of the inscription inside?

Hi,
Riga assay office is supposed to have Greek letter tau τ on the right.
I cannot decipher the letter, though.
The engraving inside is:
``To Mara (Maria) from Moscow friends``
There must be at least one more mark elsewhere (maker`s mark).

Before 1958, when star and sickle mark was introduced and Greek letters abolished. Having in mind the situation in USSR after WWII it would not surprise me the cigarette case was made before the war in spite of 1948 engraving when it was presented, gifted.

As AG2012 mentioned the Greek letter was abolished 1958. However, we have an oval frame mark to the left that was used 1927-1954. It shows the worker's head and a letter. The dot down stands for Moscow, but the letter to the right puzzles me. What is it ??? (Looks like sigma (ϛ), but it should be a Greek delta (Δ)), but it doesn't look like that??? There is not either a maker's mark found. Try to find a maker's mark! It must have one somewhere! Look with a magnifier in the enameled cells. The case was made before 1954 but the engraving is made later. This is a tricky case I must say!
