Eyes Nose Moustache Mark

I’ve seen this mark identified in the past, but I can’t remember who it was attributed to. In this case it’s on a salt spoon that I just purchased. Any help will be very much appreciated.

There is a Charles H Cole in the 1930 U S Federal Census for New York, Richmond County (Staten Island), New York who is listed as a jeweler and born in Scotland in 1908. His parents were English and his father was Walter H Cole a chronometer maker. This Charles H Cole immigrated with his mother and syblings in 1912 from Glasgow, Scotland to Brooklyn, New York. His father immigrated a couple years ahead of the family. Charles H Cole died in North Fort Meyers, FL in 1974.
