There are no Russian marks here.
Possibly Greek or Armenian within Ottoman Empire (Tughra mark was optional, so Van region cannot be excluded), turn of 19th century. Well done niello work. Tobacco case.

The writing is definitely Greek on this with 3 initials and the surname is ΚΟΥΛΑ (KOYLA). In older Greek writing they tend to stack Υ and O on top of each other.
