My questions is not one of identifying a hallmark as I know what it is.
This is an International "Stratford" fork c.1902
It is a 6" fork and looks like a miniature salad serving fork.
I have looked on several sites and it is not the same as what they call
a sardine fork and is shorter an different tines from what is called a
cold beef fork. Anyone have any idea?

I stand corrected. I researched a few more International patterns from around 1900 and
found that Avalon has an identical fork which is referred to as a sardine fork.
