Not sure if Russia is the origin or not but it looks close to Russian marks to me.
The hallmark appears to be two figures holding hands and then possibly an assay mark?
This is on a 'Kings pattern' fork.

I forgot to mention, the mark 'CHS' stands for 'China Silber', a base metal.
