in a lot of antique cutlery, along with various cutlery with Savoy marks, there is some with this mark.
Could it be Swiss?

Tardy also on page 388 reports two marks, a bit different from this, with crossed axes for Biel 18th century
And what about the other two?
It is Biel, Switzerland ("Biel" is Swiss German for Axe, German Beil). SW is the maker, however, I do not find a match. The F with crown is a control mark from the city of Berne, also applied to foreign items. Biel only became part of the canton Berne after 1815, before it was semi independent and then French.
I cannot say for sure if it is before or after the Napoleonic time, we need to see the whole item. The crowne F was applied for a long time, your mark looks like an earlier one, 2nd part 18th century (around 1750-1798).
