I believe Tong-Twister is right that the design on the sugar tongs is Irish, it is unmistakably Irish, and the only candidate I can find is John Strit from Limerick. :: "John Strit described in advertisement, in 1772 as ‘Working jeweller, goldsmith and gilder’ and from the Limerick Chronicle, August 1779 ‘John Strit, jeweller and silversmith has just opened shop near the Main Guard’. John Strit registered at Dublin 1784." ::
