Help needed to identify french makers mark on bangle

Hello

I need help to identify a french makers mark on a bangle.

This bangle has a studded dogs collar design.

It is stamped on the fastening clasp. The stamps I can make out are the French boars head stamps which I believe indicates a silver fineness of between 800-1000. There are 2 boars head stamps....is it usual to have this stamp TWICE?

It is also stamped with the makers mark in a diamond cartouche. This mark has 4 initials...one in each point of the diamond cartouche...starting from the top middle point and then anticlockwise, the letters are E A C and then what appears to be an L or an I. In the centre of the cartouche is a crescent moon symbol and also a star symbol. Does anybody know who this maker is????
