Awesome! thanks a bunch. Knowing the maker helps but still coming up short on google.. any chance you can confirm this was made by Simpson during the short 1895-98 period or after the International purchase? Thanks again!

International was formed as a cooperative, most of the companies continued their own production and use of their trademarks for years. I don't have an introduction date, but similar birth-flower souvenir spoon designs by other manufacturers date from the first few years of the 20th century.
